As a result of its investigation of a formal complaint, the Inquiries, Complaints and Reports Committee decided to caution Dr. Christopher Tsang as follows: • Before initiating treatment, Dr. Tsang must ensure that he has obtained the patient’s informed consent to treatment. As part of that process, the patient must be provided with the information regarding the diagnosis, the nature and purpose of the proposed treatment along with the risks and benefits of such treatment, the treatment alternatives available along with the associated risks and benefits, the likely consequences of not having the treatment, and the cost of each treatment option. This information should also include details about what subsequent treatment may be required and the fees that would be associated with it in the event that it was required in the future.

As a result of a complaint, the Inquiries, Complaints and Reports Committee decided to caution Dr. Christopher Paul Tsang as follows: • Your clinical (implant) and non-clinical (informed consent) treatment in this matter failed to meet the expected standard. Your treatment was unacceptable, and reflected poorly on the dental profession in Ontario. • As a result of the deficiencies of your practice in this matter, the patient had a poor outcome, experienced unnecessary pain, inconvenience, and significant expense related to the re-treatment. • It is expected that you learn from the courses, mentorship, and monitoring period, as ordered by the Discipline Committee’s decision in 2019, such that your practice will be remediated. • Given your significant history with the College, the ICR will seriously consider referring any future complaints of this nature to the Discipline Committee.
