RCDSO Reports and Publications

Health regulatory colleges exist to protect the public interest. To help understand how well we are doing our job and to improve accountability, transparency and oversight, we report on our work to the public, government and other stakeholders. 

RCDSO produces several reports. They include:

  • Annual reports
  • College Performance Measurement Framework (CPMF)
  • Fair Registration Practices - Office of the Fairness Commissioner
We also produce a quarterly newsletter, RCDSO Connect, for the public and dentists. 

Annual Reports

Government legislation requires each regulatory health profession college to produce an annual report of its activities and financial affairs.

RCDSO's annual reports are published online every June and include:

  • Committee activities and statistics
  • Independent auditor’s report and audited financial statements
  • Distribution of dentists throughout the province

College Performance Measurement Framework

Health regulatory colleges exist to protect the public interest. To help understand how well colleges are doing their jobs and to improve accountability, transparency and oversight, all colleges are reporting on their work in the College Performance Measurement Framework (CPMF) Reporting Tool. The tool was developed by the Ontario Ministry of Health, with Ontario’s health regulatory colleges, subject matter experts and the public.

The CPMF reports on how colleges:

  • perform as an organization 
  • register applicants
  • measure practice improvement of regulated health professionals, and
  • process complaints about their registrants.

The CPMF shares data about Ontario’s regulated health professionals and their participation in practice improvement. The tool tracks the number of complaints and the type of those complaints, and how many health professionals participated in practice improvement activities.

The CPMF provides information on how colleges work with external partners, such as other regulatory colleges, educational programs and the broader healthcare system to improve public protection.

The RCDSO will update its CPMF Reporting Tool annually, noting any progress on areas identified for improvement or adding new or updated information required by the Ministry of Health.

Office of the Fairness Commissioner (OFC)

The RCDSO is accountable to the Office of the Fairness Commissioner to provide transparent, objective, impartial and fair registration practices for those applying to practise dentistry in the province.

The Office of the Fairness Commissioner is an arm's-length agency of the Ontario government, established under the Fair Access to Regulated Professions Act.

The OFC ensures that regulated professions use transparent and impartial registration practices. OFC requires each regulatory body to examine and report on its own registration process and undergo compliance audits.

The Fairness Commissioner has publicly noted the leadership role of the College as an early supporter of the government's role in building confidence in the fairness and transparency of licensing practices.

Canadian Dental Regulatory Authorities Federation (CDRAF)

You will also find a link to a report from the Canadian Dental Regulatory Authorities Federation (CDRAF) that describes the impact of trade agreements and international mobility on registration in Canada. The CDRAF is an organization with representation from all of the dental regulatory authorities from across the country. You can learn more about the CDRAF by visiting their website.

RCDSO Connect is the College’s new digital newsletter offering timely updates and information about dental practice and regulation in Ontario. This includes practice advice, updates on standards and guidelines, changes to regulation and legislation, emerging issues and other relevant news.

Our first newsletter of 2024 features articles on the use of patient images in advertising, information about Smile Direct Club and guidance on avoiding boundary violations with patients.
