As a result of a complaint, the Inquiries, Complaints and Reports Committee decided to caution Dr. Catherine B. McGregor as follows:

• Be aware of your legal obligations as a healthcare provider and make sure you do not discriminate against any particular group in your practice of dentistry.

• Keep up to date with College guidance and make sure you comply with relevant guidelines and advice to the profession.

• Be mindful of your tone when you communicate with patients so you do not appear arrogant and condescending.

• The College serves an important function to protect the public and maintain confidence in the practice of dentistry. Your refusal to provide the patient records for this investigation is a breach of your legal and professional obligations. The panel finds your behaviour shocking and inexcusable because the College has already taken the extraordinary step of bringing disciplinary action against you for the same conduct in a different matter. You show no insight when you ignore multiple opportunities to provide the records and, instead, repeat the same misconduct. 
 
• The panel is deeply disappointed in you and expects you to reflect meaningfully on this caution and comply with your legal and professional obligations in the future.

Required Course
An individualized, one-on-one course in ethics, with the following components:
o instruction in the application of human rights legislation to the practice of dentistry
o instruction on the regulatory role of the College and on the professional and legal obligations of members to cooperate with a College investigation
o instruction on the propriety and timeliness of communication with the College
o a report from the instructor to the College evaluating the Dentist’s understanding of the course content and how she will apply the lessons to her practice.
