Council Highlights April 16, 2026
The 455th meeting of the RCDSO Council was held as a hybrid meeting at Vantage Venues, Toronto, via Zoom and livestreamed on April 16th, 2026. A recording is available on the College’s YouTube channel. Meeting highlights follow.
RCDSO Real Estate
As part of its ongoing commitment to fiscal responsibility, the College regularly reviews all of its assets, including real estate. The College has a flexible workplace approach that supports both in-office, hybrid, and remote work for Council, Committees and staff. As a result, the Finance, Audit and Risk Committee is leading a review to assess long-term workplace footprint and to consider how the current building at 6 Crescent Road—or possible alternative premises—can best support future needs.
Council approved the appointment of Colliers Macauley Nichols Inc. as the College’s real estate broker of record to launch a leasing inquiry process. The agreement does not oblige the College to enter into a lease or incur any fees or commitments.
Council also directed staff to proceed with an exploration of the sale of 6 Crescent Road, in the City of Toronto and appointed Colliers Macauley Nichols Inc. as broker for a potential sale. Final decisions will be made at a future Council meeting.
Managing New Patient Requests Standard
Dr. Erin Walker presented the new draft Standard of Practice on Managing New Patient Requests, building on a previous presentation to Council in February. Council reviewed and approved the draft Standard for external consultation and it can be found here.
The draft Standard was developed by a Working Group, chaired by Dr. Carlos Quiñonez, and comprised of Council members (Dr. Erin Walker, Dr. Noha Gomaa, Mr. Brian Smith, and Ms. Vivian Hu), faculty representatives (Dr. Sonica Singhal and Dr. Keith Da Silva), and subject matter experts (Dr. Clive Friedman and Dr. Ian McConnachie).
RCDSO Strategic Plan
Council received the last report on the projects under the 2023-2025 Strategic Plan. A formal document will be published later in 2026. Consultations on the next Strategic Plan will begin in 2026 and input will be sought from patients, the profession, system partners and Council.
By-law Amendments
Council approved three housekeeping amendments to the RCDSO By-laws including
- The sunset of the Professional Liability Program (PLP) Committee;
- Adoption of the Code of Ethics entitled Foundations of Professionalism; and
- Correcting historical typographical errors.

Council Member Update
Stephen Bird, new public member, was appointed for a three-year term on April 2nd, 2026. Mr. Bird is a retired lawyer with experience in private practice, legal aid, accreditation and health care governance.
Ram Chopra, public member, was reappointed for a three-year term effective February 26th, 2026.
Next Meeting
The next meeting of Council will be hybrid and held on Thursday, June 18th, 2026, via Zoom and in person at Vantage Venues 150 King Street W. Toronto. The meeting will also be livestreamed.
