As a result of its investigation of a formal complaint, the Inquiries, Complaints and Reports Committee decided to caution Dr. Bedrosyan as follows:

•     Dr. Bedrosyan must obtain proper informed consent prior to commencing treatment. In order for consent to be informed, the dentist must provide the patient with certain information: the diagnosis or problem noted, nature and purpose of the proposed treatment along with the risks and benefits of such treatment, the treatment alternatives available along with the associated risks and benefits, the likely consequences of not having the treatment, and the cost of each treatment option. Regardless of whether the patient consents in writing or orally, the dentist should keep a record of the nature of the conversation, the information provided, and the patient’s decision.

•     As a part of the informed consent process, Dr. Bedrosyan is responsible to ensure patients understand the course of treatment and anticipated outcomes based on the status of his or her dentition. 

•     Dr. Bedrosyan must ensure he administers safe amounts of local anaesthetic in consideration of a patient’s medical history. Administering local anaesthetic above the recommended amount, particularly to patients with complicated medical histories, including heart attacks and diabetes, raises serious safety and health concerns. As the practitioner with expert knowledge, Dr. Bedrosyan must be aware of the limitations in administering anaesthetic safely and not allow a patient to dictate the amount given. If Dr. Bedrosyan has difficulty obtaining profound anaesthesia for a patient, it is incumbent on him to consider the safety of the patient first, and refer to a specialist if necessary.
