Caution

As a result of a report, the Inquiries, Complaints and Reports Committee decided to caution Dr. Christopher McCulloch as follows:

• Dr. McCulloch provided 84 oral moderate sedation cases without a facility permit and without having member authorization to do so. The panel strongly considered referring specified allegations of professional misconduct to the Discipline Committee, but decided to caution Dr. McCulloch instead as during the course of a Discipline Hearing as a result of another matter, he had undertaken to never practice dentistry again in Ontario or in any other jurisdiction.

• The panel was extremely concerned by Dr. McCulloch’s conduct in this case, as it demonstrated a complete disregard for patient safety and the College’s Standard of Practice. Treatment with sedation is one of the highest-risk activities in the practice of dentistry. There is a foreseeable risk that any given patient will react to sedative drugs in an unexpected manner, which could lead to them becoming more deeply sedated than planned, which carries associated risks.
